City Council Gives Final Approval for the First of Rental to Condominium Conversions

Brockville – City council gave final approval at Tuesday night’s council meeting for the first of Rental to Condominium Conversions in the city.

They endorsed the recommendation of its planning and development committee to grant final approval for the conversion of 1-4 Balmoral Place from rental residential apartments to condominium residential apartments.

All these conversions relate to apartment buildings at 1-4 Balmoral Place; 4, 6, 8, 10, 12, 14, and 16 Cartier Court; and 1390, 1400, and 1410 Kensington Parkway. Together, the properties, owned by SIREG Management Inc., make up 362 rental units.

Council approved the conversion of more than 360 rental units to condominiums in July 2024, after initially rejecting the request.

They had concerns about a potential uphill battle before a provincial tribunal, and after receiving a report from staff assuring members that the move would not harm the affected tenants.

The conversions at Balmoral Place is contingent on a number of conditions, including that all tenants of 1-4 Balmoral Place are to be given first right to purchase their unit, at a price no higher than the price offered to the general public; and an inspection of each building listing any and all repairs and improvements needed.

The owners, SIREG Management Inc., now have to register their plans for the condos with the province.

SIREG’s condo conversions are contained in 11 separate applications, with the remaining ones expected to come before the planning committee in the coming months.
