On Tonight’s Brockville City Council Agenda

Brockville – Brockville City Council meets tonight for their regular council meeting starting at 5:30 pm at Council Chambers at City Hall.

Sabre Jet Monument Restoration Project:

City council will vote on the second phase Sabre Jet Monument restoration project tonight. The total cost of the second phase is $89,040.

The Sabre Jet Monument committee has raised $48,855.70. This means that in order to finish the project, it requires Council approval of the additional expenses of $40,184.30. Staff recommend that Council approve $40,184.30 funded by reserves to complete the project.

Additional Expenses:

Staff recommend proceeding as follows to complete the project, following the vision of the Sabre Jet committee.

1. Proceed with Kehoe Marine Construction as the general contractor to complete the following scopes of work with a cost, including net HST of $60,751.

• Tinted concrete pad and pathway with broom finish
• Precast concrete benches with brass recognition plaques
• Precast concrete monument with RCAF memorial dedication engraving

2. Proceed with Bulldog Commercial Restoration and Waterproofing Inc. as a single-source contract to install decorative cladding to the central concrete column. The total cost, including net HST, is $9,973.

Bulldog Inc. is the company that applied the proprietary carbon fibre reinforcement to the concrete column in 2024. Bulldog Inc. can provide a cladding that meets the objective of the project and complies with the material requirements of the fibre reinforcement.

3. Proceed with Kehoe Marine Construction as the general contractor to complete the scope of electrical work and accent lighting for a cost not to exceed $18,000 plus net HST.

Lease Agreement Amendment with United Counties Leeds and Grenville for 1805 County Road 2 (former Pollution Control Administration Building):

That the monthly lease rates for the use of the property located at 1805 County Road 2 by the United Counties of Leeds and Grenville be waived for the period of April 2025 to March 2027, conditional upon occupancy of the building by December 31, 2025.

Community Grants Program:

THAT the Community Grants Policy as attached to staff report 2025-77 be adopted as amended to remove the proposed $7,500 maximum request, to allow requests for fee waivers pre or post event, and to permit multiple applications from the same applicant within one year; and in following years, the Program be funded through an allocation of the Municipal Accommodation Tax as outlined in the policy; and 2025 Community Partner applicants be asked to resubmit using the prescribed form; and a Community Grants Review Committee and associated Terms of Reference be established and members be appointed.
