
Brockville – A construction worker suffered serious injuries after part of a concrete staircase gave way at a construction site, trapping the worker under a concrete slab in the city.
The incident occurred at the Stirling Meadows development located at 1481 Windsor Drive just south of Centennial Road.
The Brockville Fire Department (BFD) said they responded around noon on Wednesday to a report of a construction worker trapped under a concrete slab at the construction location. Crews from both BFD Stations 1 and 2 arrived within minutes and immediately began rescue operations.
“Recognizing the complexity of the situation, additional support was requested from surrounding agencies. It was quickly determined that specialized equipment and technical expertise would be required. The Emergency Response Unit from the Ontario Fire Marshal’s Office, along with members of Ottawa Fire Services’ Ontario Task Force 4 – Structural Collapse Team, responded to assist,” said the BFD
Also responding to the incident were Leeds & Grenville Paramedic Service, nurses and doctors from the Brockville General Hospital, Elizabethtown-Kitley Fire Department and Ornge Air Ambulance.
“Everyone came together and developed the best plan to assist the worker in need, with considerations being made regarding the structural integrity of the building,” said Inspector Darryl Boyd of the Brockville Police Service

After several hours and thanks to the coordinated efforts of all involved agencies, the trapped worker was successfully extricated at approximately 4:30 p.m. and taken to Kingston General Hospital by Ornge Air Paramedics with severe life-threatening injuries, but in stable condition.
“Thank you to all of the emergency responders who provided their assistance in this time of need.” Inspector Boyd added
“This incident was a remarkable demonstration of inter-agency cooperation, professionalism, and commitment to public safety. Thank you to everyone who played a role in bringing this operation to a safe and successful conclusion,” said the BFD
The City of Brockville released the following statement on Facebook Thursday morning on the incident:
“The City of Brockville is aware of an incident that occurred on Wednesday, May 28, 2025, at the Stirling Meadows development located at Windsor at Centennial Road in Brockville, where a worker was injured while performing job-related duties. Emergency services responded promptly to the scene, and the injured individual was transported to Kingston General Hospital for medical treatment. Our thoughts are with the worker and their family during this time, and we wish them a full and speedy recovery. The site in question is a privately managed construction project. As such, responsibility for workplace safety falls under the purview of the employer and the Ministry of Labour. The City of Brockville is cooperating fully with the investigating agencies. While the municipality does not oversee the operations or safety protocols on private job sites, we take any incident of this nature seriously. We will continue to monitor the situation and provide support where appropriate.”
