City Declares 10 John Street Surplus:

Following a failed tax sale earlier this year, the City vested and assumed ownership of 10 John Street. Historically operated as a commercial business with an adjacent private parking area, the building has been vacant for many years. In alignment with the City’s procedure for the sale of municipal land, Council declared the property as surplus to the needs of the municipality and will now list the property for sale via a commercial realtor.

Council Approves Revised Asset Management Plan:

In 2011, Ontario launched the Building Together plan, requiring municipalities to prepare Asset Management Plans (AMPs) to access provincial infrastructure funding. Having awareness of infrastructure challenges across the province, these plans are intended to help municipalities manage infrastructure needs and spending in a responsible, long-term way. Brockville developed its first AMP in 2014, updated it in 2017, and Council considered an update Tuesday evening to meet provincial rules under Ontario Regulation 588/17.

Staff provided a high-level presentation of the 216-page AMP, which demonstrates a full picture of city-owned infrastructure, with a total value of approximately $109 million. The plan notes that most assets are in average condition and around halfway through their useful lives, meaning maintenance and replacement costs will rise in the future. The plan outlines current and proposed service levels, climate and risk management strategies, and financial planning tools.

Financially, the AMP shows that Brockville requires an average of $16.8 million per year for capital replacements, about $8.9 million more than is currently spent. The AMP is intended to serve as one tool available to Council and staff when determining budgets over the short and long term. City staff also presented the 2025 Water Systems Financial Plan, which is another financial tool required by the province to ensure Council consideration of drinking water infrastructure needs and sustainability.
