BROCKVILLE — Today, Steve Clark, MPP for Leeds-Grenville-Thousand Islands and Rideau Lakes was joined by Michelle Cooper, Ontario’s Associate Minister of Mental Health and Addictions to announce the opening of a Homelessness and Addiction Recovery Treatment (HART) Hub at 280 King Street, East in Brockville.

This is part of the province’s more than $560 million investment to open 29 HART Hubs across Ontario to protect the safety of families and communities, while improving access to recovery and treatment services for people facing housing instability, mental health, and substance use challenges.

MPP Clark was joined by Michael Tibollo, Associate Minister for Ontario’s Attorney General, John Jordan, MPP for Lanark-Frontenac-Kingston, Brockville Mayor Matt Wren, officials from Lanark, Leeds and Grenville Addictions and Mental Health including Executive Director Kim Gifford and Board Chair Todd Robertson, as well as community partners.

“With the opening of the Brockville HART Hub, our government is delivering on a commitment to give individuals struggling with substance use the support to break the cycle of addiction and rebuild their lives,” said Steve Clark, MPP for Leeds-Grenville-Thousand Islands and Rideau Lakes. “I’m incredibly proud to have worked with Lanark, Leeds and Grenville Addictions and Mental Health and all the community partners who made today possible. Today represents the opportunity of hope for individuals and families affected by addiction and a path forward to a brighter future.”

HART Hubs connect people to a range of comprehensive treatment and recovery services such as primary care, mental health services, addictions care, social services and employment support.

“We are building a stronger, more connected system of mental health and addictions care that reflects the needs of communities and focuses on lasting recovery,” said Michelle Cooper, Associate Minister of Mental Health and Addictions. “The opening of this new HART Hub will ensure that people in Leeds and Grenville facing mental health and addictions challenges have access to the services and supports they need to focus on recovery and building a safer, more resilient community.”

HART Hubs connect people to a range of comprehensive treatment and recovery services such as primary care, mental health services, addictions care, social services, and employment support.

The HART Hub is operated in collaboration with Lanark, Leeds and Grenville Addictions and Mental Health (LLGAMH) and includes two service locations. Following the opening of the Smiths Falls site in December 2025, the Brockville site is now operating as the second location within the LLGAMH HART Hub. Together, the sites bring a collaborative network of clinical, social service and care providers together to help connect individuals with the supports they need, when they need them.

“We are thrilled to open the Lanark, Leeds and Grenville HART Hub’s newest location in Brockville, offering community members treatment and individualized wraparound services that give them the time and support to rebuild their lives and achieve lasting recovery,” said Kim Gifford, CEO, LLGAMH. “Clients at our Lanark site have shared the benefits of a longer-term treatment option close to home, where they can rebuild relationships and access multidisciplinary care and a supportive community throughout their recovery journey.”

The Hub brings together a collaborative network of clinical, social service and care providers working to deliver services tailored to local needs, including:

  • Primary Care
  • Mental health and addictions services, including symptom management and medication titration, trauma-informed interventions and evidence-informed programming
  • Case management for income supports, social services, employment supports
  • Case management for mental health and addictions
  • Mental health and addictions supportive housing
  • Indigenous services

Through Your Health: A Plan for Connected and Convenient Care and building on the Roadmap to Wellness,  the province is taking action to connect individuals to integrated mental health and addictions services, where and when they need it.

QUICK FACTS:

  • The Lanark, Leeds and Grenville HART Hub delivers services in collaboration with over 50 community organizations to deliver wraparound services for mental health, addictions, housing and social supports.
  • In April 2026, the province announced an additional HART Hub in Kingston, bringing the total number of HART Hubs across Ontario to 29.
  • HART Hubs will also add more than 900 supportive housing units across the province, more than 300 units above the original plan, helping people transition to stable, long-term housing.
  • With a focus on treatment and recovery, HART Hubs will not offer safer supply, supervised drug consumption or needle exchange services (including needle distribution). However, needle return and collection services are eligible services at HART Hubs.
  • Building on the efforts to strengthen and integrate the mental health and addictions system, the government has invested more than $560 million to open 29 HART Hubs across the province.
  • In addition to this new investment in HART Hubs, Budget 2025 included an investment of $303 million over three years to stabilize the community-based mental health and addictions services sector.
