Counties Council Authorizes Sale of Surplus Land in Township of Edwardsburgh-Cardinal

Brockville – The United Counties of Leeds and Grenville has officially declared approximately 600 acres of land on Byers Road in Edwardsburgh-Cardinal, as surplus.

Counties Council authorized its sale to the Township of Edwardsburgh-Cardinal for a purchase price of $1,885,500. This decision was made at the Counties’ Council meeting held on June 20, 2024. The sale amount was informed through external land appraisals conducted by the Counties and the Township, respectively.

The land, legally described as NW1/4LT 15 CON 4 EDWARDSBURGH; NE1/4 LT 15 CON 4 EDWARDSBURGH; S 1/2 LT 15 CON 4 EDWARDSBURGH; PT LT 14 CON 4 EDWARDSBURGH; PT N1/2 LT 16 CON 4 EDWARDSBURGH PT 1,2, 15R9662, PT 1, 15R9579, PT 1 15R8306; EDWARDSBURGH/CARDINAL PIN 68146-0223, was once proposed as a waste disposal site for Leeds and Grenville.

The lands were originally purchased by the Counties in partnership with the Town of Prescott and the City of Brockville. This sale fully recovers the original investment of the partner municipalities and marks a significant shift, allowing the dormant lands to be placed into productive use by the Township of Edwardsburgh-Cardinal.

In response to the sale, Warden Nancy Peckford said, “By transitioning this land from a proposed waste disposal site to a valuable asset for development, we are recovering our initial investment and supporting growth in Edwardsburgh-Cardinal. It’s a beneficial outcome for our region.”

Mayor of Edwardsburgh-Cardinal, Tory Deschamps, said “With this purchase, Edwardsburgh-Cardinal Council is extremely excited to put the potential of the ED19 landfill behind us. This is a great opportunity for EC, one of several important strategic investments as Council looks to protect the long-term vitality of our township.”
